Charting Belarus–Russia Cooperation in a Post-Putin, Post-Lukashenka Era

The expert dialogue “Belarus and Russia: Trajectories of Interaction and Prospects” brought together Belarusian and Russian analysts to assess the current dynamics between the two countries in the political, economic, societal, and educational spheres.
Held under the Chatham House Rule, the discussion explored key asymmetries in the alliance—ranging from sovereignty and economic dependency to civil society and ideological control—while identifying potential paths towards a more balanced and democratic relationship in the post-authoritarian future.
Five thematic panels addressed:
  • International Relations – The problem of disproportionate sovereignties.
  • Economic Relations – Between dependency and mutual benefit.
  • Societal Relations – Belarusian and Russian societies: so similar, yet so different.
  • Civil Society – Experiences, challenges, and opportunities for cooperation.
  • Educational Policy – From the expansion of the “Russian World” to a new paradigm.
The discussion revealed both persistent inequalities and emerging opportunities for genuine dialogue and reform, emphasising the role of expert cooperation, civic resilience, and educational renewal in shaping the future of the region.
